Use the windows marketplace (windowsmarketplace.com) and preorder the retail version. I believe they ship to UK. BTW, you will not get a discount on it, you can only get discounts on the upgrade version. As far as IE 8 goes, the answer is probably yes, but does i really matter?

Leading UK retailers have Home and Professional editions on offer at the moment – Amazon, Play, Comet – so far I have only seen Ultimate offered by the Microsoft online store which is currently down at the moment.
I presume you need Ultimate for a specific reason (bitlocker drive encryption) – otherwise Professional includes domain connection, auto backup and xp hardware virtualisation mode and you could always use truecrypt which is free. Frankly, I decided Home premium was good enough for me as I use free encryption and backup tools and pre-ordered 3 copies

Note these are E editions which don’t include IE8 – this is from Comet’s website:
“This promotional price is only valid until the 9th August 2009 or while stocks last. Before you install an E edition of Windows 7, please visit windows.microsoft.com/install-windows-E for important information. When you install the E edition of Windows 7, you’ll need to do a custom (clean) installation. That means you’ll need to back up all of your files and settings on an external hard drive, install the operating system, then re-install your files, settings, and programs. Important: The E editions of Windows 7 do not contain an Internet browser. Please get a browser from Microsoft or a third party and have it on a CD/DVD or another device so it’s ready to install after the Windows 7 installation is complete.”

Go to the Dixons website. I have just had an e-mail from them offering 50% discount on all pre-orders.
