From fastest to slowest:
1) Windows 7
2) Snow Leopard
3) Windows Vista
Windows 7 is going to kick a$$. I’ve been using the release candidate, and its awesome.

Faster in which way?
Software is more responsive on 7. Read/write operations for small files are faster on OSX, disk operations on large files are faster in Vista and 7. Network operations are slightly faster on OSX.
There is no clear cut winner. Windows 7 is more secure, but more likely to be attacked. OSX is less secure, but there are only a few hundred active malware varieties targeting it. OSX is cheaper, but you have to have a Mac, Windows 7 runs on anything.
You also did not specify RAM latency/clock, bus speeds, or any other useful information. A Mac is generally middle of the road hardware, while a PC can be either top end, or complete crap.
Windows Vista is the loser. There is no clear winner.

I think Snow Leopard, then Windows 7, then Vista. Vista wasn’t the greatest.
