If I were to get windows 7 home edition, how many computers will I be able to install it on?
AND if it is only 1 computer, what happens after few months something happen to my pc, like hard drive fail and i buy a new hard drive, Wil I still be able to install that CD and use it?
so I can reinstall it as many times as I want it but can only use 1 at a time?

You can only use windows 7 on one computer per copy of the software. If your computer crashes then you will be able to reinstall it since you are still only installing it on one computer.

A CD is non writable memory. It cannot know how many times it was used. When you connect to Microsoft to complete an installation and give them the installation code, they may complain that an installation was already done and refuse to go further.

You have to activate any given installation within 30 days. That activation ties your product key to a particular computer.
If enough hardware changes occur that the software thinks it’s on a different machine, you usually have to contact Microsoft’s phone activation line and they give you a code to reactivate it. Changing motherboard and/or hard drive usually seems to be enough to make it think it’s on a different machine. If your computer dies and you do really get a new one, you’ll have to do the same kind of thing.
If you install to multiple computers, they’re all going to require activation within 30 days. You’ll (likely) only be able to activate on the first, and the others will go into limited functionality mode after 30 days — basically enough to get them activated with their own keys and that’s it.
Ultimately, the license is tied to one machine. Yes, that means you can reinstall multiple times to the same machine, or even transfer the license to a new one, etc., but it’s tied to one machine.
